Anyway, the following are my personal opinions.
- mailing lists v.s. meetings
From our experiences, in this region, there have been much fewer
discussion participants in mailing lists than in meetings. In the past,
APNIC and/or I tried to encourage discussion of MLs but the
reality was no constant discussion there. This is why our consensus
making is mainly based on meetings.
- decision speed
It is actually a difficult question to answer generally
because it should be trade-off among many things.
One criterion may be significance.
In the past, we spent more than a year, i.e. three meetings
to decide Cable/DSL guidelines because it affects more people
and the Internet community as a whole. Another criteria
are, for example, whether a policy is hard-coded or not,
urgency or business needs, and something like these.
- flexibility
Address policy should be quite flexible. If we find something
inappropriate, we can fix it.
- documentation in advance
As you suggested, I have been always requesting proposers
to submit something written 3-4 weeks before SIG meetings.
This rule should be obeyed more strictly.
