actual internet-draft proposal got taken down because it was there.

No indeed. I did say that this was not complete. There is a proposal which
will be up very soon. I acknowledge that it is unfortunately late ..

This agenda item is simply a review of existing processes, so the best
documentation is a link to the existing process documentation imho. It is
a proposal only in the sense that it is a review of things as they stand
now - the proposal actually has to come from the community if changes are
to be made. btw The slides will also be ready Monday.
