Absolutely not. You must only assign addresses to your customers. You
cannot sell or rent IP addresses to entities that are not your customers.
There are very clear policies in place for managing IPv4 address space
which were developed by the Internet community in the Asia Pacific
region are documented at:

This document not only explains the policies but also the motivation
for the policies.
Section 9.7 in that document "Non portable address assignments"
explains the policy in more detail.
Sections 9.8 'validity of allocation and assignments' and 9.9 'Transfer
of address space' are also recommended reading in covering why address
assignments are not to be considered property, and 'for sale'.
