There are many companies, commericial and non-profit
where you can obtain 32-bit allocations. Region means nothing.
Routers do not know what "Region" a block came from.

It would be interesting to see where the so-called Regions get
their rules and policies, or their authority to set those rules and policies
and to collect fees for handing someone a unique number, a task that
could be totally automated for allocation and de-allocation.
