This will take a bit more time -- my primary goal right now is to
finish the budget and the cost-of-doing-business comparisons for

Actually, the way it works:
-> person asks for addresses or AS numbers
<- APNIC tells them to go to their provider
-> person asks again for addresses or AS numbers
<- APNIC says "have to be a member" and points them at the appropriate
documents
-> person says "fees to high"
<- APNIC says go to your provider
-> person says no
<- APNIC says "you can apply for a waiver"
-> person applies for a waiver
<- APNIC asks EC what info they need, forwards that request to person
-> person responds and waiver granted/denied by EC

Yes.

This is entirely up to the contractual relationship between the ISP
and the user. As AS numbers aren't hierarchically allocated, there is
no particular reason why they would need to be returned in my opinion.

One of my constant difficulties with APNIC is the fact that, with the
exception of mail from you (:-)), I get essentially *no* input about
how happy or unhappy people are with the way APNIC operates, its
structure, its services, etc. (I should add that I very much
appreciate your comments :-)). This makes it a bit difficult for me
to know (for example) that I need to propose modifications to the
funding plan, offer other services, etc.
Is it your preception that people are unhappy with the way APNIC
operates?
