confederations: last call.
Hi,
Given the apparent lack of interest (I have gotten 0 (zero) responses
from mail mail summarizing the confederation proposals (included
below)), it would seem people are either do not consider the issue
significant or are willing to accept the decisions of others.
To date, since I have received a single positive comment to only one
of the proposals (that being from JPNIC in support of proposal 1), I
propose we follow that approach for new confederations UNLESS
additional comments and/or proposals are received (either publicly or
privately) by March 31.

-------- PROPOSAL 1 --------
1. Fee Schedule
I would note that existing National NICs have been well established
as defacto confederations, and in those cases where:
- the confederation is already an existing APNIC member, and
- the confederation undertakes registry services and initial
validation of all service requests by confederation members
then the proposed APNIC Member fee schedule would be:
- a self determined membership fee (large, medium, small)
- a $500 pa fee per confederation member.
This is termed Fee Schedule A
In all other cases the proposed APNIC Member fee schedule would be:
- a self determined membership fee (large, medium, snall)
- a $2,000 pa fee per confederation member
This is termed Fee Schedule B
2. Timing of implementaton
I would like to propose that the fee structure be introduced
immediately following membership acceptance in respect of fee
schedule B.
I would furthermore propose that fee schedule A
be introduced immediately for existing APNIC members to
voluntarily determine themselves as a confederation.
In all cases fee schedule A be introduced as a mandatory fee
as of 1 January 1998 in all cases where multiple ISP provider
blocks are maintained by APNIC for the member.

The APNIC confederation fee schedule depends on a base fee plus a per
member fee with a discount applied to the per member fees. The
discount is based primarily on conformance to stated allocation and
assignment policies and the length of time the confederation is an
APNIC member:
One Time Fee: US $1,000
Yearly Base Fee (self-determined):
Large: US $10,000
Medium: US $5,000
Small: US $0
Per Member Fee: US $2,000 per member per year

1 year to 2 years 37.5%
More than 2 years* 75%
(*) Confederations which have existed prior the the implementation of
this fee schedule are assumed to fall into this discount category.
Confederation fees are applied on an annual basis on the anniversary
of the confederation joining APNIC. Fees due on the aniversary date
are the sum of all fees for registered confederation members (after
the discount is applied plus) the yearly membership fee.
Confederation members which join prior to the anniversary date shall
be required to pay the per member fee (after the discount is applied)
regardless when the confederation's anniversary date is.
Should a confederation be deemed by the APNIC Secretariat to be
knowingly and/or consistently in violation of the agreed upon
allocation and assignment policies, no discount shall be applicable
for the subsequent membership term. Should a particular confederation
member be in violation of the the agreed upon policies, no discount
shall be applicable for that member. It is the confederation's
responsibility to insure the APNIC Secretariat is informed when a
particular member is not conforming to the agreed upon policies.
