I think you could safely say that 'exceptional circumstances' are simply those that necessitate the member to request a further allocation of resources within that 12 month window. Simpler unambiguous language could probably be used - but I won't quibble on that, I'm sure the APNIC wordsmiths will tidy it up.. looks to me like we are heading in a good direction...
