Re: [sig-policy] Address Transfer Policy Proposal



I really like the wording below.  Do we want to elaborate on exceptional circumstances? Probably not, but will it cause a burden on APNIC to be reviewing requests?  If there were some guidelines, maybe that might eliminate some of the workload.
