agree.  this is a much harder problem, and the work that ashida-san has
done in this area is excellent (folk can see at
<http://www.janog.gr.jp/en/index.php?plugin=attach&refer=JANOG21%20Programs&openfile=janog21-bogon-filter-en.pdf>)
and should be expanded and continued.
