i thought that was a good point, so I shared your point on a Japanese
mailing list. Comments were:

 You are probably right about not having a choice but you'd like to at
 least want to know what it takes to get those problems solved and
 obtain the space, being aware of what the risks would be.

exactly. and the reason for JP operators asking for information is

 * you want to know how much work/cost they must go through to make the
prefix routable

 * it would help to do "whatever it takes" to make the prefix routable
for the obtained space.
