Out of curiosity, how is the NRO organized. Is it an organization as we
know other organization. Is it like the IETf as a structure under some
other organization. What sort of legal person is it, that it can enter
into agreements. Is it a name for the council of RIR leaders? What
sort of structure does it have and on what basis does it legally enter
into MOUs.
I am asking because I have never been able to quite figure all this out.
Understanding the organizational frameworks of ICANN and the IETF/IAB
used up all my cycles and feel sort of ignorant on the subject of the
NRO materiality. I also ask because in your explanation it sees to be a
key element.
So please forgive the newbie question.
