Further to this. If you want to see if the community would support IPv6 transfers, there's still time to submit a policy proposal for the Bangkok meeting. The deadline is 17 January 2014.
FYI the APNIC EC just endorsed the ASN transfer policy which includes inter-regional transfers as well. That will be implemented in the new year and would allow ASN transfers with the ARIN region if they had a suitable policy.
