Skeeve, Good question. While we have a transfer policy for IPv4, and soon for ASN (prop-107),
there is no policy or proposal for IPv6 transfer. At the moment, IPv6 address transfer is only supported in merger & acquisition.
There is no cost associated with this type of transfer, but IP resource application fee will apply if the receiving organisation has never been allocated any resources in the past. Please see
