Hi,
Below is another (draft) confederation proposal. It is intended to
replaces the "establishment requirements" of the current proposal
APNIC-051.
The concept behind this proposal is that confederations can
substantially reduce APNIC's workload, but generally only after
they've put up with APNIC for a period of time and have the experience
necessary to jump through APNIC's hoops. As such, this proposal
applies a discount based on the amount of time the confederation has
been a member. However, there is a proviso that if the confederation
does bad things, the discount can be revoked.
Note also that existing confederations are grandfathered and the
yearly fee for small confederations is $0 to try to reduce the impact
the imposition of fees has on the creation of new confederations.
Given the amount of discussion at the APNIC meeting, I'm a bit
disappointed at the lack of discussion that has occured on the
APNIC-TALK mailing list (or sent to me directly). As APNIC requires
member's input to be able to adjust our policies to your needs, I
strongly encourage you to comment on this (or any other issue) either
to the list or to me personally.

4.0 Establishment Requirements
To become an APNIC recognized Internet Service Provider confederation
and have resources delegated from APNIC, it is proposed that a
confederation registry must be estabished under the following
requirements:
1) The confederation registry must be composed of three or more
Internet connectivity service providing organizations that provide
Internet connectivity services which require delegation of blocks
of addresses;
2) The confederation registry must pay a yearly fee to APNIC per the
confederation fee schedule described in section 4.1 below;
3) The allocation body of the confederation registry must demonstrate
an understanding and willingness to abide by the guidelines
documented in RFCs 2050 and 1930 and APNIC specific policies as
specified in appropriate APNIC documents;
4) The confederation registry must provide documents describing (in
English):
a) Confederation organizational structure and procedures
including administrative structure and chain of appeal
thereby giving APNIC the information necessary to adjudicate
disputes brought before it;
b) Membership eligibility requirements and termination
procedures thereby allowing APNIC for redirect requests
to confederations where appropriate;
c) Member organizations including
i) Member organization's name
ii) Member organization's postal address
iii) Member organization's email, telephone and
facsimile numbers
iv) Member organization's APNIC account name (if such
exists)
v) Member organization's administrative and technical
APNIC handles (if such exist)
d) IP address allocation guidelines beyond those documented
in RFC 2050;
e) AS number allocation guidelines beyond those documented in
RFC 1930;
The documents described in (5) will be made available to the Internet
community via APNIC's informational services. Modifications to a
confederation's structure, its membership, or any of its policies must
be reported to APNIC within ten working days and additional fee(s)
must be paid upon receipt of invoice from APNIC.
In addition to these requirements, it is assumed confederations
operate their own registration database systems. If the primary
language of the confederation is not English, it is suggested the
confederation database be provided in the appropriate local language.
In any case, the operation of a local database does not relieve the
confederation of the requirement of updating the APNIC database as the
APNIC database is considered authoritative for all address blocks
delegated by APNIC.
4.1 Confederation Fee Schedule
The APNIC confederation fee schedule depends on a base fee plus a per
member fee with a discount applied to the per member fees. The
discount is based primarily on conformance to stated allocation and
assignment policies (including RFC 2050, RFC 1930, APNIC specific
policies and policies documented in requirements (5d) and (5e) above)
and the length of time the confederation is an APNIC member:
One Time Fee: US $1,000
Yearly Base Fee (self-determined):
Large: US $10,000
Medium: US $5,000
Small: US $0
Per Member Fee: US $2,000 per member per year

(*) Confederations which have existed prior the the implementation of
this fee schedule are assumed to fall into this discount category.
Confederation fees are applied on an annual basis on the anniversary
of the confederation joining APNIC. Fees due on the aniversary date
are the sum of all fees for registered confederation members (after
the discount is applied plus) the yearly membership fee.
Confederation members which join prior to the anniversary date shall
be required to pay the per member fee (after the discount is applied)
regardless when the confederation's anniversary date is.
Should a confederation be deemed by the APNIC Secretariat to be
knowingly and/or consistently in violation of the agreed upon
allocation and assignment policies, no discount shall be applicable
for the subsequent membership term. Should a particular confederation
member be in violation of the the agreed upon policies, no discount
shall be applicable for that member. It is the confederation's
responsibility to insure the APNIC Secretariat is informed when a
particular member is not conforming to the agreed upon policies.
