[sig-policy] Draft documents review: IPv4 policy documents

Draft documents review:

    - Policies for IPv4 address space management in the Asia Pacific
    - Policies for historical Internet resources in the APNIC Whois
      Database

Dear SIG members

APNIC seeks final editorial comments on the following draft documents:

   - Policies for IPv4 address space management in the Asia Pacific
     region

   - Policies for historical Internet resources in the APNIC Whois
     Database

These documents have been updated to reflect the implementation of
the following policy proposals that reached consensus at APNIC 26 and
were endorsed by the Executive Council on 20 November 2008:

    prop-062: Use of final /8

    prop-066: Ensuring efficient use of historical IPv4 resources
    http://www.apnic.net/policy/proposals/prop-062-v002.html


The changes are as follows:

    - In "Policies for IPv4 address space management in the Asia
      Pacific region"

        - New sections 4.5 and 4.6 added to define current and
          historical resources
        - The need to document historical address utilization when
          requesting IPv4 addresses added to sections 8.4, 9.3 and 9.4
        - New section 9.10 added to specify how APNIC will distribute
          the final /8 worth of IPv4 addresses in its unallocated pool


    - In "Policies for historical Internet resources in the APNIC
      Whois Database"

        - New section 3.1 added to specify that utilization of
          historical addresses is taken into account when requesting
          IPv4 addresses
        - Section 8 updated to clarify when historical IPv4
          addresses are subject to APNIC administrative fees


Associated web pages and forms will be updated on 16 February 2009, the
date the policies are implemented.


Nature of the document review
-----------------------------

This is an editorial review only. The APNIC community has already
reached consensus on the policy issue that is to be implemented.

Therefore, during the comment period, interested parties may:

   - Object to the draft document on the grounds that it does not
     properly reflect the consensus decision reached in the Policy
     Review Process
   - Suggest improvements of any aspect of the document
   - Request that an additional call for comment be made to allow
     more consideration of substantial revisions
