Dear APNIC members and friends,
APNIC 15, held in Taipei from 24 to 28 February 2003 in conjunction with
APRICOT 2003, was an outstanding success. A total of 558 delegates from
30 economies attended APRICOT 2003. It was also very pleasing to see
many APNIC members taking advantage of the wide choice of sessions
available at APRICOT 2003.
APNIC wishes to thank the local host, TWNIC, for the considerable
efforts made in ensuring the success of the event and for achieving a
very high quality conference.
The APNIC Annual Member Meeting on 28 February 2003 was also well
attended with 116 delegates present and 37 APNIC members represented.
Delegates from the other RIRs (ARIN, LACNIC, and RIPE NCC) and ICANN
were also present.
A summary of the main meeting outcomes is provided below. All

1. EXECUTIVE COUNCIL ELECTION
------------------------------
An open election to fill four vacant positions on the APNIC Executive
Council took place at the APNIC Annual Member Meeting on Friday 28
February 2003. The successful candidates were:
Qian Hualin (re-elected)
Kuo-Wei Wu (re-elected)
Ma Yan
Yong Wan Ju

2. MEETING DECISIONS
--------------------
A summary of the consensus decisions made at APNIC 15 in relation to a
variety of policy and operational issues is provided below.
* Policy development process (Address Policy SIG)
- Agreed that all policy proposals are to be subject to a minimum
discussion period on mailing lists and at Open Policy Meetings
and are to be supported by full written texts
- Concepts to be discussed and developed further on the mailing
lists before APNIC 16
* IPv6 space management (Address Policy SIG)
- General agreement in principle for sparse allocations from a
common address pool for IPv6 address space
- More discussion needed before the final decisions are made
* IPv6 policy revision (Address Policy SIG)
- Editorial team will continue to seek input on items requiring
revision on the common global IPv6 address policy
* Database clean-up (Database SIG)
- Consensus reached for database clean-up
- Removal of records not associated to resource records
- Removal of records of non-APNIC resources
- Modification of non-RPSL compliant records
* Lame delegation clean-up (DNS Operations SIG)
- General agreement to continue work leading to clean up lame DNS
records
- Specific details to be discussed
* VNNIC application as an NIR
- VNNIC's application for recognition as an NIR approved
- Final formalities to be completed before VNNIC commences
operations as an NIR.
3. ANNUAL REPORT
-----------------
APNIC's Annual Report, presented at the Annual Member Meeting,
chronicles the activities of APNIC and the Secretariat during 2002. The
annual report will be mailed to APNIC members and friends shortly. It

4. APSTER, ISSUE 6
------------------
The sixth issue of Apster was released at APNIC 15. This issue features
a summary of the policy proposals made during the meeting as well as a
feature article on 'The Wireless Internet', by Mr Geoff Huston, who has
recently been appointed as the Senior Internet Research Scientist for
APNIC.
