For the benefit of those who weren't following the meeting in Phnom
Penh I'd just like to clarify that prop-103 was discussed at the
meeting but during the process the proposal was withdrawn by the
author. As it a result, no decision was made on the proposal.
I'd like to thank the author, Randy Bush, for raising the issue of how
we make policy and the sorts of policy decisions we make. The
sig-guidelines we work under remind us that "Each SIG should
periodically review its charter to assess the SIG’s usefulness and
relevance".
I believe that Randy's proposal has encouraged us to to that and while
we may end up with a different solution to the one he envisaged, I'd
encourage you all to take part in the discussion that Dean Pemberton
has started and see how we might improve things.
