So in essence you're saying that the community should discuss a
problem and the Problem statement should be the output of that.
I don't hate that. What I want to avoid however is purposely
elongating the process.
I wouldn't for example support a system which looked like.
"We are now in the problem discussion phase which will last for a
minimum of one week. After which time a Problem Statement will be
produced"
Discussing possible problems should be something that we do as a
community. I'd be interested to know if people wanted to do that on
sig-policy or apnic-talk however. A well defined Problem Statement
could be the point at which conversation changes lists.
