I think its fine to remove the multihoming requirement. There is only one 'gotcha' I can foresee at this stage, and that might be the consumption of AS numbers when not strictly required.
A singularly homed organisation would not necessarily need to establish a BGP session to advertise the prefix, their ISP could do it just fine for them, and it would be an erroneous statement for ISPs to require an ASN and BGP session to do so. (eg the ISP should probably advertise it on their behalf from the ISP's ASN)
That said, I'm certainly not going to be prescriptive on how an organisation should or shouldn't advertise their prefix, and if they want to do it via BGP with their own ASN, good for them.
Just watching for the long term ASN consumption is all.
