I'm not sure I understand this. Is there a suggestion that:
- the current addressing policy is not sufficient for a project of this size?
- addressing policy should be different according to the scale of the project?
- when a government makes a large push like this, an address block should be set aside specifically for it?
I would be grateful for any explanation as to why this large project is relevant.
