Can you demonstrate how? I can't see how that'd be the case. At some point the LEAs will still need to look into a database and see who owns the IP space. The fact it's in one /16 or a /8 or whatever isn't going to stop that.

Can you demonstrate how? Again, I can't see how this would actually be the case. Unless you propose to circumvent the IPv6 allocation rules and NIR operational rules as currently agreed by all APNIC members.
I still don't understand why this is unique to a single economy within APNIC. I'm not seeing others claim it's needed or that it has any benefits.
Please give us some real and concrete worked through examples to help us understand how prop-100 will drive any benefits.
