My personal opinion is that you'd be pushing it to say that this policy
requires a public whois, or even one accessible by APNIC. I'd guess that
a spreadsheet which the LIR made available to APNIC 'as appropriate'
would be enough. And I'd guess the phrase 'as appropriate' could be
interpreted in different ways.
Can the APNIC Secretariat comment on how they interpret this clause? It
would also be interesting to know if they've ever asked to access such a
database.
The other people who would clearly be interested in such records are
legitimate law enforcement agencies. This area is likely to pose a
number of interesting questions in future.

Absolutely, try searching the APNIC database for 2404:2000:2002::/48 and
2404:2000:2002:3::/64
The university I work for also has other similar records for prefixes
like 2404:2000:2002:5::/64 which are marked as 'private' which we can
see using MyAPNIC but which are not visible via whois.
As well as considering a number of formally notified proposals we plan
to have discussion on a number of aspects of IPv6 policy at the APNIC
meeting in Busan in two weeks time. We can add this that agenda if
people think it would be useful.
