Inefficiencies in routing table is caused by bad network design,
configuration mistakes, FUD, etc.
How would having a geographically symmetric address allocation
scheme make the routing table efficient? I just don't understand.

It is true that identifying misbehaving individuals is hard to do on the internet,
but how would changing the address allocation scheme make this better? What if
the attacker spoofs the IP? Have you considered the technical aspects of this issue?
It seems like the problem space and the solution space does not match in this proposal.
