I have a couple of question about some parts of this proposal.

Purely for my own interest, what is the impact of requiring an RIR to put into the pool before it can withdraw from it on an RIR without unused or underused legacy allocations to return to the pool but still has strong demand for IPv4 address space from network operators in its region? Would it be OK for that RIR to return a /24 from space it was allocated directly by IANA under the most recent policy regime so it could get bigger block in return?

This question is about what is intended for implementation. Are you looking for a transaction log or are you looking for a normal IANA registry? The use of the word log implies - to me at least - that you are looking for a record of allocation events and not for a statement of the current situation. Is that the case?

Here you use the word registry rather than log. Do you want separate documents published?

And here you refer to the current IPv4 registry. Isn't this statement already implicit in b? If not, are you looking for one registry for /8s, one for space that is recycled by IANA and another for a log?
I'm really not quite sure what kind of reporting you actually want based on the text above. If you just want something like the current IPv4 registry but with greater granularity then perhaps you could say that more explicitly. If you want something new and different then please feel free to provide precise details of what is required, perhaps using examples.
