It might appear a curious situation, I agree...
But let's look at the amount of time we have spent discussing the entire
concept so far. Now wind the clock forwards to mid-2011 when the IANA
pool runs out. If we started our discussions then, would we be able to
come to an agreement by the time it mattered?
Hence the desire to try and cover as much of the ground work now, so
that when APNIC has no more IPv4 to distribute, we have an agreed policy
in place which should (hopefully) be relatively simple to fine tune if
required.
