I don't actually feel strong the needs to state it but may be okay to
state it something like that the secretariat will make appropriate
reservations as necessary for smooth allocations.
I think stating too much details in the proposal (e.g. request to
reserve each block per member) will end up defining how the secretariat
should handle reservation rather than describing the actual practice.
