yes.. that is probably the case - but I was being prudent (curse me!) in thinking through the actions.
While the statement about reserving will most likely be left in the upcoming revision, I am more than happy to leave the 'reservation' act up to the secretariat. Either immediately before, or at allocation in the same time/space, or on some other timeline.
Heh, given the recent conversation on list, I think they'd be delightedto have this problem with IPv6 allocation/assignment.
