I think we're close to something many of us can work with. Terry and I
have been suggesting 12 months rather than 24 months and I had drafted
words not unlike Geoff's but without the reference to the EC and with
more detail on the stats which I was going to post. So can I suggest
something like:

When a member disposes of address space using this transfer policy the
member should not be entitled to any further IPv4 allocations or
assignments from APNIC for a period of 12 months or until the "final /8"
assignment measures are implemented.
Under exceptional circumstances a member may submit an application for
further assignments or allocations earlier than this time. Any such
application must be endorsed by the Executive Council or its delegate.
The APNIC secretariat will monitor these exceptional requests carefully
and publish comprehensive statistics on a regular basis. Without
identifying any member organization, these statistics will record the
numbers of requests and the outcome, the economy that the requests come
from and clearly identify if any member has made more that one request
under these provisions.

I think that this would allow the community to have some reassurance
that the transfer system is not being abused.
Note: I've deliberately left any mention of fees out of this as that's a
task for the Executive Council.
