To avoid diving back into a world of lawyers and pondering over the

allocation is made, it is of public record. Would the wording: "a

privacy concerns for both the information and the act.
Such that some mooted text might be:
"On DD/MM/YYYY a member with the Opaque-ID(*) of A91A7381 has been
allocated additional
resources with consideration in regard to this policy (prop ###, Sect
Y.Z)."

Option C v1.2 would then look like;
"When a member disposes of address space using this transfer policy
the member should not be entitled to any further IPv4 allocations
or assigments from APNIC for a period of 12 months or until the
"final / 8" assignment measures are implemented. In exceptional
circumstances a member can submit a comprehensive plan justifying
an allocation and if successful a notice of allocation will be posted
for at least 7 days on the APNIC website."
