I do not support this proposal.
There was much discussion around the need for APNIC to document
transfers and maintain accurate data in the database. This policy
encourages undocumented transfers until the "final /8" stage is reached.
I believe that it would be better to see the process of transfers begin
before that stage is reached as there will be an alternative supply of
addresses available from APNIC. Once the "final /8" mechanisms are in
place supply of IPv4 space will be restricted to a /22 (or smaller
depending on the current allocation size) and this will drive that
secondary market.
