Hi all, I expressed my support at the policy-sig meeting, and I will express my support here again. > Prior versions of this proposal had some safeguards to prevent that kind > of thing, but it looks like all of those were removed in this version. Yes, they were removed at APNIC27 because some fair amount of people were against the ineligibility rule. And while I do have the same worries as you, http://www.apnic.net/policy/add-manage-policy.html#8.4 according to the above document, it says in section 9.4"the LIR's verified usage rate (which is the rate at which the LIR made assignments and sub-allocations from relevant past allocations, including historical allocations);"
a transfer is neither an assignment nor a sub-allocation. so usage rate for such loopholers would be very very low wouldn't it? there may be a need to clarify such issues however. regards, seiichi
Can anyone tell me what in this policy proposal would prevent an organization from transferring address space, turning around and requesting more space from APNIC, transferring that space, etc. etc.? This seems like a loophole big enough to use to corner the IPv4 address market, and drain both the APNIC and IANA free pools in a very short time.Prior versions of this proposal had some safeguards to prevent that kind of thing, but it looks like all of those were removed in this version.-Scott Randy Bush wrote:Dear colleagues This is the final call for comments on policy proposal prop-050, "IPv4 address transfers". This proposal was presented at APNIC 27 and was accepted by consensus. An updated version of the proposal that contained the elements that reached consensus during APNIC 27 was sent to this mailing list earlier today. The proposal is now being submitted to the Policy SIG mailing list for an eight-week discussion period. At the end of that period, if consensus appears to have been achieved, the Policy SIG Chair will ask the Executive Council to endorse the proposal for implementation. * Send all comments and questions to: <sig-policy at apnic dot net> * Deadline for comments: 1 May 2009 Proposal summary ---------------- This is proposal to permit APNIC to process IPv4 address transfer requests involving current account holders subject to the following conditions: 4.1 The minimum transfer size accepted will be a /24. 4.2 APNIC is to maintain a public log of all transfers. 4.3 Address transfers should be permitted between APNIC account holders and NIR members, if and when individual NIRs implement the transfer policy. 4.4 Address transfers are permitted between APNIC account holders and other RIR account holders, following the policies of all the respective RIRs. 4.5 This proposal to take effect as soon as the APNIC Secretariat can implement the mechanisms of the policy.
