again, opinions were split on this.

* It's what we do today and it doesn't make sense to stop it just
because APNIC pool runs out
* It's a measure you need to ensure the space will be transfered on
needs based (not for hoarding/speculation)

and we can't expect to work in the same was as the policy we have
today. Should focus on what we want to achieve by the proposal
* Disturbs the goal of the proposal by putting restrictions.
It might lead to underground transfers.
* It may increase operational expenses by APNIC/JPNIC. We don't want
to be burdened by addional fees as a result.
Note:
It makes a huge different if this policy will be implemented before or
after APNIC pool runs out.
While some felt that you simply chose what's pracitical and people are
not likely to transfer addresses when space is available from APNIC...
A number of people felt that it's not good to allow transfers without
justification while space from APNIC pool requires justification
(inconsistent practice)
...which leads to my next question.
