[sig-policy] thoughts on prop-068

Hi everyone. My first time on the list.
I've been thinking about prop-068
and wanted to express my concerns before the policy meeting.
IMHO an inter-RIR address transfer doesn't sound that bad.
However, one thing that worries me is that if it was implemented
as is proposed, people wanting to buy ip addresses might
go to a region where address is cheaper (e.g. financially troubled ISPs
in developing countries, etc). If alot of address hungry "business-people"
from the rich G8 regions got involved in such activity, addresses may be
stripped from the newer internet regions (AfriNIC, LACNIC), and may
hinder development of the internet in those regions which is not really
a happy outcome.
Of course that may happen in an intra-RIR transfer as well
but i think the problem has a better chance of being solved
inside a region.
I though such potential threat should be mentioned in the document.
Or am I paranoid?
