At APNIC 26 last week I commented that I think it may be worth looking at
which address space is used for this purpose as well as looking at how it
should be distributed.
Some address space that has not yet been allocated is already used. If the
last /8 APNIC receives is very heavily used before being allocated the
networks receiving addresses from that block might experience problems. One
of the stated goals of the proposal is to give new LIRs the ability to
provide services but new entrants tend to be smaller and weaker than
incumbents and so might struggle to gain full use of space allocated to them
from a /8 which is already used by networks it is not allocated to. In
contrast, incumbents may be in a better position to get problems of this
type solved.
Duane Wessels analysed the DITL 2008 data for evidence of unallocated
address space being used and the details of what he found are published
here:

I think it might be worth picking the space used for this proposal from the
pool of unallocated space held by APNIC when the last /8 is allocated rather
than just using whichever /8 is the last to be allocated.
