prop-057: Proposal to change IPv6 initial allocation criteria

Dear colleagues

The eight-week final comment period for the proposal 'Proposal to
change IPv6 initial allocation criteria' has now ended. During the
comment period there were no objections to the proposal. Therefore I
formally request the APNIC Executive Council to endorse this proposal.
