[sig-policy] report on prop-050: IPv4 address transfers

- Will organisations that have previously acquired transferred
addresses come forward and register those transfers if this
proposal is passed?
- A desire to have transferred space routed will encourage
registration under this proposed policy.
- Registration of resources is one of the key reasons for the
success and stability of the routing system so far.
- The proposal allows a prefix to be swapped for another prefix,
meaning a prefix doesn't need to leave the RIR pool it
originally came from.
- For this to work, however, there must be sufficient
remaining unallocated space in the registry pools.
- When all IPv4 space has been allocated by the RIRs, there will
be an increase in NAT use, so why limit the smallest address
transfer size to /24?
- An organisation anywhere in the world is free to become a
member of APNIC. Therefore, any organisation could be a
recipient of APNIC-delegated space.
- An organisation that transfers address space to another
organisation under this proposal could not receive a new
allocation or assignment from APNIC but could receive a
transfer of space from another APNIC member.
- The proposal allows an organisation to transfer part of its
address block while keeping the rest of it.
