Hi Randy,Prop-37 is listed in the abandoned part of the proposal archive page (http://www.apnic.net/policy/proposals/archive.html) - although from minutes, the proposal wasn't abandoned but sent back to the working group. (but can now certainly be called abandoned or withdrawn as a policy proposal)

Not germane to the withdrawal of the proposal, but as I understand it, LACNIC do not do management of resource via email. I think also crypto-signed email is not the same as being both signed and encrypted but I believe this discussion has already happened at the working group level.
