I don't believe it doesn't lead to significant conservation.
It is sure that it delays timing of requesting address blocks,
but not that it can delay assigning address to their customers or equipments at all.
It can postpone X-date a little bit but only a little, I guess.

The same thing as above.
It only delays timing of requesting address blocks,

Again, I don't think there are many.
It would be very difficult to decide which portion of address blocks
that are currently allocated/assigned will not be allocated/assigned
in a new policy.
