If it benefits members then it is reasonable APNIC would fund such an
effort.
As Sanjaya pointed out, there have been numerous occasions where members
have been allocated blocks from a new /8 only to find that they are
being filtered at various points. So I guess politically this is an
issue where APNIC needs to be seen to be doing something.
The question though is this particular proposal going to solve the
problem? People with a lot more experience in routing than myself seem
to be saying no fairly loudly, so I would tend to agree.
