Actually *everyone* who *attends* the APNIC Policy SIG can indicate
their preference (by show of hands) on policy proposals. So not
restricted to members, but open to everyone who participates in the meeting.
The APNIC Member Meeting which follows revisits the policy proposals
which gained consensus in the Policy SIG. And here the voting again
includes all of those in the room, by a show of hands. It's unusual for
a proposal to gain consensus in the Policy SIG, but not in the AMM (as
the folks who attend the Policy SIG tend to come to the AMM too - and
vice versa).
And of course, having prior discussions on the Policy SIG mailing list
is helpful in clarifying/persuading fellow participants as to the merits
or otherwise of any of the policy proposals. I sometimes wish we had
more prior discussion on the Policy SIG list, as I feel it would better
prepare the presenters for their timeslot at the actual Policy SIG meeting.
