APNIC policy implementation update

The APNIC Secretariat has now implemented the following consensus policy
decisions made at the 16th APNIC Open Policy Meeting and approved by the
APNIC EC on 24 December 2003.
- Historical resource transfers
- Internet Exchange Point assignments
- Protecting resource records in the APNIC Whois Database
- APNIC policy development process
- APNIC document editorial policy
This announcement provides an overview of the new and amended policies and
provides links to background information.

Historical resource transfers
-----------------------------
Under this new policy, historical resources can be transferred to APNIC
members without the need for technical review or approval, on condition that
the transferred resources become subject to all current policies. The holder
of the historical resource must be verified and the recipient of the
transfer must be an APNIC member.
This policy implements the consensus decision reached at APNIC 16 and
endorsed by the Executive Council on 24 December 2003 in relation to
proposal prop-006-v001.
The policy becomes effective on 19th March 2004. The new policy document is

Internet Exchange Point assignments

The policy for Internet Exchange Point assignments has been modified as
follows:
- modified definition of an Internet Exchange Point
- removal of the restriction on routing Internet Exchange Point
assignments
This amended policy implements the consensus decision reached at APNIC 16
and endorsed by the Executive Council on 24 December 2003 in relation to
proposal prop-011-v001.
This amended policy becomes effective on 19th March 2004. The amended policy
is incorporated into "Policies for IPv4 address space management in the Asia
Pacific region" at:

Protecting resource records in the APNIC Whois Database
-------------------------------------------------------
Under this new policy, objects protected by the maintainer 'MAINT-NULL' will
be updated to be protected by the maintainer of the parent object.
Additionally, the "auth" attribute 'NONE' in the maintainer object is now
deprecated.
This policy implements the consensus decision reached at APNIC 16 and
endorsed by the Executive Council on 24 December 2003 in relation to
proposal prop-010-v001.
This policy will be implemented on 24th March 2004.

This policy describes the process for submitting, discussing, and
determining APNIC policy proposals.
This policy implements the consensus decision reached at APNIC 16 and
endorsed by the Executive Council on 24 December 2003 in relation to
proposal prop-001-v001.
The policy became effective on 19th February 2004. The new policy document

This policy describes the process used to document and implement consensus
decisions arising from the "APNIC Policy Development Process" and to
maintain clear, effective, and up-to-date documentation.
This policy implements the consensus decision reached at APNIC 16 and
endorsed by the Executive Council on 24 December 2003 in relation to
proposal prop-002-v001.
The policy became effective on 19th February 2004. The new policy document
