I would suggest fixing CIDR or replacing it all together..
CIDR should not be so fragile that it cannot handle a revision
in allocation criteria... Therefore I believe that the approach
here is backwards all together...
Flexibility in criteria is wise if not necessary over time. Allowing
CIDR to determine said, needed, or even desired changes in
allocation criteria is both not sustainable nor wise...
