This assessment is about as clear as mud. >:) Rough consensus
means nothing. Any reasonable person know that Sadam Hussain was
elected by an overwhelming majority, and that was not even a consensus
of any kind what so ever. Yet it is clear that most of the citizens
of Iraq were not really in support of Sadam as more recent events
have clearly shown. Political terms such a "Rough Consensus"
have little to do with actual feelings of those interested or effected.
