My personal comment: go for it.
With the APWG-Co-Chair hat on: I think that this is something that the
majority of the people that commented on RIPE-261 could live with. It's
not as radical as some have proposed, but there was no consensus for this
approach either.
As for the official procedure: I think we should take this APNIC proposal
and spend a few minutes on the next APWG meeting to come to an official
statement for the RIPE region. So consider this a proposal and an agenda
item...
