Actually you raise a good point.
The document clearly states "must have exterior routing protocol peering
relationships..." ^^^^
which means they must have the peering relationships in place, which
in turn implies peering at NLA level.

As you point out, this is somewhat contrary to the aggregation model of
IPv6, though I think in reality, peerings of this nature will occur
frequently.
If you think the general criteria should be changed to "concrete
intention to peer" then it would be a good idea to solicit and
comment from others on this mailing list and/or raise it at the
forthcoming APNIC meeting.
Related to this, I am not sure if you are aware, but there has been a
proposal to extend the bootstrap phase - which was due to end after
100 subTLA's had been allocated. THis is on the agenda of the forthcoming
Address Policy/IPv6 joint SIG. You can find more details here of the
