[PNGNOG] When to peer and when to use transit

As a number of exchange points are popping up in the Pacific I thought 
that the white paper that DE-CIX are promoting on peering versus transit 
in the following tweet might be of interest to folks in the region. It's 
a quick read (in English) and doesn't try to sell any DE-CIX products 
(although you do need to register in order to get a link to the paper).
