As network operator, my personal understanding for this point is;
- If that institutional changes mean just separating IANA department from
ICANN, it doesn’t conflict with our current direction as we can expect
same stability and continuity
- If it means creating new organization for IANA function from scratch, we
may have a concern from stability and continuity perspective
