does not match my idea of bottom-up. But, again, I don't think that
bottom-up is the only way to do things.
For example, in most national parliaments, the members of parliament can propose new laws, and that is bottom-up; but the government can also propose new laws, and that is not bottom-up. Both approaches are valid, so long as the final decision is made democratically, that is with the agreement of representatives of all concerned parties. Best, Richard
