For this question, I think I am in much better position
than Masato to answer.
RIRs are now running their own Autumun meetings and
having their own session for this issues.
APNIC did it in September just after ICG released the RFP,
The last turn among five RIRs is AFRINIC in the end of
November.
As APNIC's oppotunity for community to discuss was in the
early stage, the Secretariat's proposal was kept simple.
I think it benefit in starting with agreeing fundamental
point to develop the proposal into details.
Details of SLA and AOC will be done later.
My understanding is fully concrete figures and wording will
not neccesarily needed, but it will be needed to have
a sufficient level of clarity to be convincing.
For the second question, I don't think there is big possibility
that draft plans by RIRs be contrary one another,
but they may be different in detail.
We definitely need some coordination function over five RIRs,
and something like "cross-RIR Working Group" as you said will
be proposed soon.
