Re: [IANAxfer@apnic] Draft IANA transition proposal, for APNIC 38 in Brisbane

I see discussions thread on this topic, but would like to repond to the
initial post to share that JPNIC supports the draft proposal.
We agree with the two principles "Tecnnical stability and continuity"
and "Transparency, consistency, and completeness in the current agreement".
We'd also like to add having a pragmatic solution to develop a proposal
before the next renewal of the IANA contract (Sep 2015) is also an
important factor for us.
In this context, the proposed transition plan looks like a reasonable
and pragmatic way forward, to document what is in line with the current
operational realities of the IANA functions for the number resources.
To be a little more specific:
* Support ICANN continue to be an operator of IANA
- We don't have a strong opinion about who should be the
operator of the IANA idealogically. It's fine as long as the
operator do a good job.
- We don't observe issues or concerns raised today on the operations
of the IANA fuction run by ICANN on the number resources.
- Makes sense to continue what is working, rather than creating new
risks by changing an operator.
* Makes sense to have SLA to ensure quality of service
* Makes sense to review of the current agreements with ICANN to identify
gaps, to document (AoC) the roles and responsibilities of ICANN and
NRO
- It seems there is no written formal document which describes roles
and responsibilities on the IANA functions for number resources.
(except letters)
- Important to have a clearly written document to clarify any
ambiguities, and confirm a common understanding on each parties
roles and responsibilities, not just based on assumed
understanding and interpretation.
- It also relates to stability of the IANA functions by IANA
performing its role under its reponsibilities.
